Between the reporting tools built into the website and our moderators, we already have a process in place to deal with these issues. Any additional posting or drawing attention to them is just spam.

They have the power to delete posts/comments and ban users, and are the gatekeepers of Answers. My strong recommendation is to not concern yourself with off-topic users or spam—that's the moderators' job.
