-Permalinks will not go to the comment/ answer they originated from.
+[Bug] Permalinks don't visit the comment/ answer they originated from.

Hi, I recently tried to get a permalink to a specific comment. This one in particular: https://www.ifixit.com/Answers/View/544374/Why+my+charging+light+is+always+on+It+kills+the+battery.#comment632352 . If I am anywhere on the page where the comment was posted, then click on the link or enter the link in the URL bar of my browser, it will go to the comment as it should.

However, (as you’ll notice if you clicked on that link) if you are anywhere else on the internet and click on or put that link in the URL bar, it will only go to the top of the page where the comment originated from and not to that specific comment.

This not only applies to comments, it also happened to the answers and I assume questions too (although questions are always at the top of the page so I can’t know for sure if they are broken).

I’m running the latest Firefox on Windows 10 Pro and was able to reproduce this in Edge. Please let me know if you require any other information!
