-Unfortionatly, you can't just IP ban somebody. Even if you ban his IP address, all he has to do it reset his modem, and he has a fresh, unbanned IP. IP bans only can ban whole blocks of IP addresses (For example, block an entire country, state, or service provider. Most people don't have static (non-changing) IPs, which makes IP banning a very uneffective tool against spammers.
