If you reinstall the update to 10.13.1, the fix 2017-001 is overwritten, and the root password issue opens back up.

We were trying this out, and it looked like changing your root password with

$ sudo passwd

from the terminal fixed it temporarily.

Thanks for posting about the actual fix! I hadn't heard about it yet.
