Does a new battery come with any charge?

I put a new battery on my iPhone and when I try turning it on, nothing happens. Is it because a new battery comes with 0% charge? I am afraid I may have not connected the battery OK

What was wrong with the battery that was in the phone before, drain too fast? Not charging anymore after going flat?

To confirm the issue is with the battery, unplug the battery then plug the charger in and see if the apple logo appears or not.

If apple logo appears, battery seems to be at fault.

If apple logo does not appear either charging port or U2 Tristar Charging IC gone bad. You can further confirm this by testing with a charged working battery.

Most likely discharged for shipping. Although I am not 100% sure. maybe ask a sales person from ifixit if you bought it from ifixit. meta.ifixit.com

My iphone 6s Plus battery came with 28% charge showing on install. I saw another poster say theirs had a 51% charge.
