Locked logic boards can be unlocked?
When purchasing a locked iPhone logic board from here, are you still able to unlock them if needed?

It depends on the eligibility of the IMEI you get. Some of them are old enough to be 2 years old (iP5/5s) and qualify with the majority of the carriers. Others will be a crapshoot, like the iP6/6s. I would buy those under the assumption they will not qualify for it before the boards are 1-2 years old, depending on the time it was on the carrier you picked.
If the board you get can be unlocked, that's good. The best approach is to buy the board to mach your carrier if it's GSM as a precaution, just in case the IMEI is not eligible for unlocking.

By "locked" you mean locked to a carrier, not iCloud locked, correct? None of the boards we sell should be iCloud locked.
