How can i help people in my hometown area who are not so handy and or have not the right tools to fix things?

Several methods come to mind. If you are working for free consider posting cards at local laundromats, grocery stores and with churches. If wanting to receive income from this use the above list and consider a shoppers guide and/or Craigslist ad.
