Why wouldn't you? There are lots of parts suppliers out there (most are bad), they sell untested parts. Of course they are usually happy to refund your money to protect their reputation, but they just used you or me to do their testing for them. There's usually a reason a part is cheap. It's a very competitive business. But the professional wants as few suppliers as possible. I'm happy to pay a premium to a supplier who I know has tested it, ships it quickly and backs it up with a warranty and I trust. I only want to do a repair once. A defective part means I have to do that repair all over again and I make my living with my knowledge and time. A bad part means my customer doesn't get their machine back on time and makes me look bad. I don't like being made to look bad by a shoddy parts supplier. I like being able to tell my customer that the part I just installed has a lifetime warranty!

Personally, I want someone like iFixit to be able to supply all my parts. I just wish they carried more!

Asking them where they got a part should be fine! If they give you an answer, be prepared to have a solution, like a customer service number, rather than simply telling them it was a bad seller. We have a lot of new people out there, and none of us have mastered time travel, yet. ;)
