It seems like when going into moderation, I am not able to select change to a comment, it has been like this for quite some time. I have had to select not a answer on a lot when not being able to use the select change to a comment option. Thanks in advance, @evan, Evan Noronha.

Do you mean the "Switch to a comment" option doesn't show up in your moderation menu? Or that it is not clickable? And this is on iFixit, right? Not Meta?

Sam Lionheart, I do not have any problem when making comments, the problem is when doing moderation, I can select switch to a comment, but it does not stay selected, which makes me select the option remove as not a answer. Sam, I did have success at selecting switch to a comment at this question today https://www.ifixit.com/Answers/View/3939... , then I tried to select a 2nd answer to switch to comment(at same link) and would not take. Thanks again.

I'm sorry, I'm not quite sure I understand what you mean by "does not stay selected" =(
Ordinarily, you select "switch to comment" from the moderation menu, then the box disappears, then you need to scroll to find the Answer, or Question you want to attach the comment to then select "attach comment to this post". And then you should have a vote here in moderation https://www.ifixit.com/moderation that other users can confirm, and if the vote threshold is met, the post will become a comment on the item you selected.
If that's not what's happening, maybe you can send me some screen capture images of what your selections look like?
