Alas, it looks like step #3 is broken. You should be able to remove (most) flags from guides. That must have broken recently — I'll get right on fixing it and creating an automated test so it doesn't happen again.

An aside: The Contribute page is old, not very pretty, and missing a lot of important functionality — we plan to redesign it soon.
