Does this meet the criteria for a spammer?

Also what happens to all the 1rep accounts that were made to ask a question? Maybe add a guest mode? and to prevent guests from spamming, link IPs with bans so they cant just make a new account.

@captainsnowball a lot of times those are not spam but simply "me too" situations. Users are not always willing to ask their own question and just tag those on answers. You can tag them in moderation as "Remove as duplicate or off topic" and the mods will take care off those.

This would simply be considered non-repair related content, and should be deleted accordingly. If the person continues to post nonsense en-masse it will be considered spam and rep-reduction or ban punishment can be dealt.

Many Answers users come from Google to ask a question with a new account. We hope that if a user creates an account they'll be easier to get a hold of so they'll return to their question when they get responses. Having a guest mode not tied to an email will likely result in more abandoned questions. We do also consult IP addresses when issuing spam-related bans.
