How to I report a user to the admins?

There is this one user that is spamming ads everywhere, just copy pasting. I've removed a bunch of their comments but they need to be yelled at by an admin. How to I report them?

Hey Aiden, I did the banning. I use a ten year term because it preserves the initial date the user was banned. We used to have trouble with users posting content after a ban, so it was nice to have evidence and dates. My guess is that these users won't really come back in ten years ;)
