I have answered a few questions and just noticed this:
Is this a genuine bug? (I blurred out the username since I was unsure on the privacy thing.)
It appears that the bug is fixed!
I've seen this as well. The icon bar doesn't stay in place on the dialog box, but rather floats over it. In my case it actually obscures the text field while I'm entering text.
As a software engineer for 40 years, in my professional opinion, yes, it's a bug.

@dadibrokeit - Jerry, the active box is the upper so while the float is over the Link entry field. Depending on the windows size and the given real estate of the screen I can see this happening. Is it neet, it's not!

The tool bar is present as you still have the text field active. Click on the URL link field it will disappear, if the text and URL is complete hit the Confirm Link button to finish

@danj - The bar (I have no other ideas of ways to describe it) folding on top of the link attachment box.

When you try to add a link that box is underneath the other things on the page for some reason.
