ok an admin called @jayeff deleted my post called How to fix dead Dell Dimension E521 or restore it's OS but i do not know why he/her did it i mean i was just trying to help people is something wrong with that?!?!?!?

I informed you that it wasn't a question and that you should have created a guide instead.

I deleted your "question" because it wasn't a question and also so as to not encourage others to do the same thing.
Leave the question area to just that - questions.
If you want to create helpful guides then by all means do so, but post them in the correct area.
